Bond Debt Payoff and Economic Development

Short Term Pilot Objective: Market and Sell 1,000 Permanent Resident Cards (EB5 Green Cards) and fund $ 700.0 million in debt reduction annually. 


Long Term Objective: If the proposed initiative is successful, organize and sell 10,000 Permanent Resident Cards (EB5 Green Cards). Raise $10.0 billion annually to repay municipal bond debt ($ 50.0 billion) and fund economic development initiatives over ten years.

Pilot Project Details.


1. Term: Two-year pilot. 

2. Green Cards: 1,000 green cards (GC) per year.

3. Green Card Cost: $ 1.0 million per person.

4.  Gross Sales: $ 1.0 billion annually per 1,000 GC.

5.  Operating Cost/15 Countries: $ 300.0 million per 1,000 GC. 

6.  Program Income: $ 700.0 million per 1,000 GC.  

7.  Company Relocations: 500 to 1,000 companies annually.

8.  Employment: 1,500 to 3,000 jobs annually.

9. Relocation Spending: $ 300.0 to $ 600.0 million annually.

10. Immigration Office: On island office to process applications.
